New CSO Fund Manager Mechanism Launched

In December 2021, the Gavi Board approved a new requirement for countries to allocate at least 10% of the combined Health Systems Strengthening (HSS), Essential Health Services (EAF), and Transition Country Assistance (TCA) funding ceilings for CSO implementation.

To support this effort and boost immunisation coverage in lower-income countries, Gavi launched a new CSO fund manager mechanism. It aims to:

  • Increase immunisation coverage, reducing the number of zero-dose and under-immunised children
  • Support the rollout of HPV vaccines to increase coverage and protect girls
  • Support the integration of COVID-19 vaccines into routine immunisation to boost both COVID-19 and routine immunisation coverage

This mechanism is supported by MannionDaniels, a global health and social development consultancy, with Oxford Policy Management (OPM) in a fund management consortium. All decisions relating to grant opportunities are made in close consultation with the Ministries of Health and stakeholders within the relevant Gavi-supported country.

The fund manager mechanism includes country-specific calls for proposals and single-source funding driven by countries and approved by governments. The mechanism has been launched so far in 11 countries, and 43 grants are now live and active in 8 countries. These are: Côte d’Ivoire, Central African Republic, Ethiopia, Madagascar, Mali, Mauritania, Pakistan, and Sierra Leone.

18 CSOs are also at the pre-contracting stage for projects in Burundi, Chad, and Niger.

The CSO fund manager mechanism web pages are live and being updated all the time. This is where all CSOs funded will be named, the impact of the mechanism to date will be seen, proposal calls are spotlighted, and a news and resources area will be showcased.
