Gavi Civil Society Constituency Representative to Gavi Alliance Programme and Policy Committee (PPC) – Term beginning 1st January 2026.

Gavi, the Vaccine Alliance, is a public-private partnership launched in 2000. It comprises partners including UNICEF, WHO, the Gates Foundation, the World Bank, developing country governments, donor country governments, the vaccine industry, civil society groups, research and technical health institutions.

Civil Society is one of the largest and most diverse constituencies within Gavi. CSOs include nongovernmental organisations, community-based groups, faith-based organisations, some academic and technical institutions and professional organisations including pediatric societies. As a public-private partnership, Gavi’s engagement with civil society should reflect their major roles in global immunisation and child health and encourage the further development and inclusion of CSOs within Gavi’s governance structures.

Gavi supports a robust Civil Society Constituency (The Constituency) for advice on its policies and practices, it supports the implementation of Gavi’s activities and ensures that the views of civil society are heard and engaged throughout the Alliance’s business. The Constituency is currently represented in the Gavi Alliance Board by the Board Member and Alternate Board Member (ABM). It has one (1) seat in the Programme and Policy Committee that is held in the interim by the ABM for the period ending 31st December 2025.

This call for nomination is to have a substantive holder of this position, starting January 2026. In accordance with established principles of membership to the Constituency, membership is to the Organization, and not the individual member. Selection will be based on the priority the organization gives to vaccination and child health issues, available time, technical expertise, and representation of the broad and diverse civil society spectrum.

All PPC members shall be able to act independently, to ask relevant questions and evaluate answers, act professionally and maintain the highest ethical standards and loyalty to the interests of Gavi.

The successful candidate is expected to serve for a two-year term renewable only once and subject to approval. 

Chapters

Upon appointment, individuals will be required to abide by the Gavi Statutes, Gavi Alliance Governance policies including the Ethics, Risk and Compliance Charter, Gavi CSO Constituency guiding documents and Gavi Code of Conduct.

Individuals with experience and expertise in the following areas are sought:

  1. Knowledge of implementation of immunization and/or health programmes serving underserved communities and delivery at the last mile
  2. Ability to collect and communicate broad experiences (global, regional, country and subnational experiences) of CSOs as implementers, TA providers, or advocates
  3. Expertise in immunization program policy development, monitoring and evaluation, health systems strengthening, immunization financing and health economics
  4. Experience in advocacy, social accountability, communication and resource mobilization for health
  5. Knowledge of the broader Civil Society Organizations landscape.

Nominees must have experience in issues that are a priority for the current immunisation agenda globally. There is increasing importance on increasing coverage and equity, market shaping for vaccine and related products and integration with links to PHC and UHC. The organizational representative serving on the PPC must have authority to represent the organization. Where the organization is part of a larger body of associated organisations, the nominee must have permission to speak on behalf of the larger entity.

The representative must also have their organization’s support and approval to commit a minimum of 25% of their time to the work of the Gavi CSO Constituency. The PPC member is expected to be actively and meaningfully engaged throughout their tenure.

Because the working language of the Gavi CSO Constituency is English, all nominees must have a strong command of English, both spoken and written. Additional language skills, such as French, Spanish, Arabic or Portuguese are considered as real assets. 

Nominees should also have;

  1. Strong knowledge of public health, including familiarity with Gavi partner mandates and the strategies and global health initiatives
  2. Immunization services and delivery: familiarity with systems that impact the delivery of immunisation including but not limited to delivery at the last mile
  3. Health systems: General knowledge of health systems capacities and constraints in implementing countries
  4. Monitoring and evaluation: A strong knowledge of health information management systems and evaluation platforms for global health programmes
  5. Strategic planning: Familiar with Gavi and other global health strategic planning processes, including partner contributions
  6. Development financing (advantage): expertise in financial issues particular to the international development context, as well as familiarity with health financing, budgeting and financial management (including implementing country budgetary processes)

In addition, the applicant will be expected to be familiar with the shifts in Gavi 6.0 Strategy because these will impact Gavi operating model and the scope of work.

  1. Organizational information (headquarters, branch offices, key areas of work related to immunisation and health system strengthening, contact person submitting the organizational nomination)
  2. Brief CV or biography of the individual who would represent the organization
  3. A personal statement from the nominee covering reason for interest, previous involvement in immunisation and organizational resources to be leveraged
  4. Statement from organization that they are prepared to support the representative for Gavi CSO constituency work at a minimum of 25% time
  5. Proof of registration as a non-profit, non-political and development organization
  6. Confirmation of membership/willingness to join Gavi CSO Constituency

Nominations received after 24th October, 2025 at 11:59 PM East Africa Time will not be considered.

Results will be announced via the Gavi CSO Constituency’s website.
