CSCE Mid-Term Review

Civil Society and Community Engagement – Essential for Gavi 6.0

To reach Gavi’s ambitious 6.0 goals – to vaccinate >500 million more children and adolescents, saving 8-9 million more lives in 2026-2030 – Gavi must actively partner with CSOs, according to a new report. The Civil Society and Community Engagement (CSCE) strategy, adopted by Gavi in 2021, is driving measurable impact and shaping a more collaborative approach toward achieving Gavi’s goals. The CSCE strategy underscores CSO and community-based actors’ critical roles in reaching zero-dose and under-immunised communities by advocating, amplifying patient voices, driving behavior change, building vaccine demand, and delivering services. The new report, a “Mid-Term Review of Gavi’s CSCE Strategy,” has 3 key messages that we hope you and all stakeholders will emphasize in your communications:

  • Promote a culture shift across the Gavi Alliance to recognize CSOs as integral, independent, and essential partners to build and sustain resilient health systems and vaccinate every child and adult.
  • Expand Gavi’s minimum 10% funding for CSOs across all Gavi’s relevant funding levers where CSOs have the potential to contribute to national immunization goals.
  • Strengthen Gavi’s in-country coordination mechanisms so that CSOs – from local to global – and all immunization partners work together to build resilient health systems and vaccinate every child and adult.

The Mid-Term Review (MTR) of the CSCE strategy was commissioned by the Gavi CSO Steering Committee and the Gavi Secretariat. The consulting firm Kati Collective completed the MTR through a participatory evaluation from July- November 2024, guided by collaborative consultation with key stakeholders throughout the process. The three main objectives of the MTR were to: 1) measure the progress of CSO engagement in Gavi’s 5.0 strategic period (2021-2025), as defined by the CSCE strategy, 2) use findings to inform the Gavi Alliance more broadly about how CSOs impact its work and help contribute to its goals and 3) offer key recommendations for Gavi’s 6.0 strategic period (2026-2030) to engage CSOs and communities.
